Building Sustainable Policy Framework for Transport Development: A Review of National Transport Policy Initiatives in Nigeria

Abstract:

This paper is concerned with building a sustainable policy framework for transport development in Nigeria. Its objective is to review the country's transport policy initiatives in order to understand the extent to which it addresses Nigeria's mobility and transportation problems. From published materials and official government documents and files, the study identifies four national policy initiatives which are reviewed and discussed with regard to their context, contents, and consequences. The study reveals that while the policy initiatives could be said to be adequate and comprehensive in terms of their context and contents, the major challenge is implementation of recommended solutions. The study therefore provides a general checklist to guide policy direction, while advocating for policy-based researches and empirical studies in order to provide the data base for formulation of a sustainable national transport policy for Nigeria.
